GCAP Services, Inc. (GCAP) is the Statewide Access Fund Administrator (SAFA) for the TNC Access for All Program. As the SAFA, GCAP will act as the grant administrator for 48 California counties that are not currently being served by Local Access Fund Administrators (LAFAs). The SAFA APP is the official grant management system for Access Provider applications, evaluations, and reporting. Potential Access Providers arerequired to submit applications to be eligible to receive the Access for All Grant. Please refer to the official LAFA County chart to ensure that you are not in one of the counties that are covered by a LAFA before beginning you application.
