Important Updates

  • January 31, 2026 – The SAFA Team has concluded the solicitation process for the Access for All Program Cycle 5 Calendar Year (CY) 2026. SAFA will soon be releasing the list of selected and approved Access Providers for Cycle 5 CY 2026 and the respective counties they will provide on-demand WAV services. 

Access for All

The California Public Utilities Commission (CPUC) created the transportation network companies (TNC) Access for All Program to implement Senate Bill (SB) 1376 (Hill: 2018), which directed the CPUC to establish a program relating to the accessibility of TNC services for people with disabilities, including wheelchair users who need a Wheelchair Accessible Vehicle (WAV). For more information, please visit the CPUC’s TNC Access for All Program website.

Statewide Access
Fund Administrator

The CPUC has authorized Local Access Fund Administrators (LAFAs) to develop WAV programs in designated California counties using Access Fund money collected by the CPUC. For California counties that are not currently being served by a LAFA, the CPUC has designated GCAP Services, Inc. (GCAP) as the Statewide Access Fund Administrator (SAFA) to fill this gap and administer the Access for All Program.

SAFA Access Provider
Portal (SAFA APP)

The SAFA APP is the official grant management system for Access Provider applications, evaluations, and reporting. Potential Access Providers are required to submit applications to be eligible to receive the Access for All Grant. The SAFA APP is hosted on the Submittable software and users will need to create a free Submittable account to access to the software.
