SAFA Announces Selected & Approved Access Providers for Access for All Program Cycle 5 (CY 2026)

The Statewide Access Fund Administrator (SAFA), GCAP Services, Inc., in partnership with the California Public Utilities Commission (CPUC), is pleased to announce the total award of approximately $15.4 million to selected and approved Access Providers for the SAFA Access for All Program Cycle 5 (Calendar Year 2026).
Following a competitive solicitation and evaluation process, fifteen (15) funding agreements for eight (8) organizations have been selected and approved to provide on-demand Wheelchair Accessible Vehicle (WAV) services in nine (9) designated counties throughout California. These providers demonstrated the capacity, experience, and commitment necessary to expand equitable transportation access for individuals with mobility needs.

The California Public Utilities Commission (CPUC) created the transportation network companies (TNC) Access for All Program to implement Senate Bill (SB) 1376 (Hill: 2018), which directed the CPUC to establish a program relating to the accessibility of TNC services for people with disabilities, including wheelchair users who need a Wheelchair Accessible Vehicle (WAV).
Since 2019, the Access for All Program has increased the availability of on-demand transportation for persons with disabilities. This is made possible through the collection of a 10-cent fee on every TNC trip (i.e. ride hailing services like Uber and Lyft) that originates in California, which is invested into providing on-demand WAV service.
On October 1st, 2025, Assembly Bill (AB) 1532 was signed into law, which authorizes the CPUC to continue implementing the Access for All program for another six years, until January 1st, 2032. AB 1532 ensures that California will continue investing in on-demand, wheelchair-accessible vehicles to benefit communities across the state.

Expanding On-Demand WAV Rides Across California
Getting to a doctor’s appointment. Heading to work. Meeting up with family or friends. For many people, these are everyday trips but for Californias with disabilities, finding a reliable ride is not always simple. Wheelchair Accessible Vehicles are often limited, and long wait times can make even short trips difficult.
The California Public Utilities Commission (CPUC) is working to change that through the TNC Access for All Program.
The program focuses on expanding access to wheelchair accessible rides through app-based services like Lyft and Uber. The goal is simple. Make it easier for people with disabilities to request a ride and get to where they are going safely and on time.
