Creating Equitable Transportation Across California

The TNC Access for All Program is established by the California Public Utilities Commission (CPUC) to expand Wheelchair Accessible Vehicle (WAV) transportation services. GCAP Services, Inc. proudly serves as the Statewide Access Fund Administrator, overseeing Access for All Programs to support projects that provide or improve on-demand WAV services across California.

Our Role as SAFA

As the SAFA, GCAP is responsible for the grant management for the Access for All Programs in California counties not served by a Local Access Fund Administrator (LAFA). 

Our main role is to manage the Access Provider Solicitation Process that includes the application process, evaluation, funding disbursements, monitoring program performance, reporting, and other relevant activities per requirements of the Access for All Program. 

We work closely with CPUC and LAFAs to coordinate efforts and best practices for the Access for All Program. 

Our Mission & Goals

As the SAFA, GCAP is committed to supporting accessible transportation solutions across California. Our goals are below:

  • Administer the Access for All Program as mandated by Senate Bill (SB) 1376, ensuring the program meets the needs of riders with disabilities.
  • Serve as the Access Fund Administrator (AFA) in geographic areas where no LAFA has been selected.
  • Develop and implement comprehensive, user-friendly processes for application submission, proposal evaluation, and ongoing reporting to support Access Providers effectively.
